You should animate legs and body first, then arms then head. All together is hard to keep track of. It's wobbly, so try to keep the motion on going so the misshape of the limbs doesn't show that much.

Yeah, thats practicly what I do. Animate say 10-20 frames of legs and body then go and add the arms to every frame. Doing it this way gives you a good oppertunity to trail movements and just get everything to flow correctly. Then after just quickly add the head. Also, after I have added the head (on a different layer) I expand the onion skin across all of the frames and change the onion skin to the outlined one, then shift the head placements around in order to create a smooth flowing motion, other than jittery movement.

You could also try planning everything out really well in advance
Then adding in your key poses, then your second most important poses(breakdowns) and then your inbetweens. Adding arms second might be a good way to approach it to, just make sure that before you start, you've decided, at least generally, where they're going to go.

Legs were a little wobbly and also a lot of his arms change like:
Short-> Long-> short.

The sticks body do not correspond with his limbs at all, you just have arms and legs rotating around a line/his body, I would suggest working on anatomy and maybe bending his back more.
