Hello, I'm having trouble with positioning animated frames on top of an already tweened background:

I am trying to make it so that the characters don't just pop up out of nowhere but flow with the background. I tried tweening them as well but it didn't turn out good. Something went wrong when I put them in the background symbol as well.
If there is another way of doing this I would be grateful.

just draw/animate the whole thing, then use a V-Cam to slide down from the top
