Hi! I am new here, and a first-time animator looking for a place to start off a new animating hobby, I guess? It's going to be great. There's so much to learn here, and so much to experience along the way.
Also I have a few questions..
Should I animate with:

Adobe Flash *Latest*

Adobe Flash *Old*

Pivot

Or Animate CC

??

Also should I make an RHG?

Anyways, great community! Great to be here! Can't wait for what the future has in store! :)

PS: I've also read the rules already and checked out the guide, so i'm covered if you're going to reply that.

Speaking of your first question, it depends.

Pivot is really a basic software that allows you to create stickfigure animation. If you want to have some fun with stickfigure easily, you can try on this one.

If you want to be an animator and take it to the next level, try Macromedia Flash 8
Macromedia Flash 8 is a lightweight animation program that barely still well-compatible with newer windows version. (if you use windows), really recommended since it's very light and has enough features to create an animation.
For Adobe softwares, newer is better (Animate CC). But if your PC does not meet one of the requirements, you can try the older version of flash.

My opinion :
Animate CC is really fast and stable than Flash CS6. It's well-optimized, doesnt take a lot of RAM usage, and has many new features. If you want to make an animation project, you can try this one. But Animate CC requires x64 bit OS only.

and the last, making RHG is fun, you should try it.
