Story: at a young age he was sent to a school for inhuman beings, his master sent him to a realm of oblivion and had to survive on his own without any help, after 2,000 years of being trapped in the dark prison he escaped and rebelled against his master forming an army of his own known as the Chaos clan. he now seeks revenge on his master and will kill any dragon hunter or human in general to achieve that.

this leaves out your teleportation, elemental chaos energy(Damn), incredible strength and speed, 'can withstand Tremendous force,' (well considering the adjective I'll assume he's like the stick of steel or something.)

So yeah, if you just/can provide reasonable limitation/weakness to those abilities your rhg should be fine and less laughable I guess.
