You don't quite understand how, well... any of this works
first of all, you need an RHG to participate in clans

you create your RHG page here: http://forums.stickpage.com/forumdisplay.php?51-Character-Registry

so once you've made an RHG, you can start your clan, which also has requirements (you did not bother reading rules at all, did you?)
I'd give you the rules page, but it's very outdated, and has a bunch of things that don't matter/apply anymore, so here are some example clans:
