I need to make logo with stickman that is moving a little bit. But not much. Just something simple in GIF.

What tool should I use?

Well, as far as I know, you can make GIF animation with Flash, Pivot, and easytoon. It's up to you which one is comfortable and has enough features to support your expectation.
