No, that's a horrible idea, find an excuse to talk to her and find somewhere to slip it in casually, don't start a conversation with it, that's awkward.

Also, if you talk to a girl and say "I needed an excuse to talk to you," not only is it cute but it tells her that you're interested. So if she continues to talk to you than she either doesn't mind or is interested also, either way is good.
