The song is Pruit Igoe by Philip Glass. You may recognize it from the GTA IV radio station "The Journey".
I love this song so goddamn much. It fits GTA's atmosphere so, so well.

This sounds like a pretty low quality recording.. like if a high school band performed it. Especially when the trumpets come in.

My favourite thing to do is put the radio on and head to the furthest away part of the map crashing at a minimum and going as fast as possible. In a Comet.

I think it's just the quality of that youtube video that's the problem. I think they did a re-release of that song for GTA IV.
