In New Animators I mean really new, they need to read tuts and have critics who will help them to improve.

It's because most of them are cocky and arrogant and think '1'm th3 b3st3t!!1'. They also ask questions which the answer could be easily found in a tut or Google.

Yes, but if your only criticism is "it was plain horrible" you don't help them at all, and you make them want to give up. Personally, I don't really give a rats ass to people who suck at giving crits, there just lazy.
