In Pivot, the upper left hand side of the screen should have a little bar with the option to scroll up and down. Scrolling up will increase the frame rate, and vice-versa. You can also check the Settings and see the frame rate in a number.
Remember that the more frames you add, the smoother it gets, but ONLY if the frame rate complies properly with the amount of frames, and the result looks good.

Yes, but the point is, my .gif is 10 times slower than my original pivot. I would never post something THAT slow unless I had no way of fixing it.

Then make the frame rate 10 times what you want the animation to actually be.

I would do that If I knew what I had to change in order to do that. If I increase the frame rate on "the little bar", It doesn't translate to the .gif. IT'S DRIVING ME INSANE!

I can see you use Photobucket to host your animations. Switch to another web host and maybe the speed will increase. I don't have any suggestions, though.
