Better, but the proportions are wrong. Either the head is WAY too small or the arm is WAY too big.

KEY:
The red circle indicates where his shoulder connection would be.
The blue circle would indicate the muscle from his shoulder his neck.
The white line is the length is neck is taking into consideration other proportions.
The black line is the connection to all the muscles/joints.

Also, the head needs to be wider. His bicep is larger than his head.
