In flash, you got to File, from there you go to export, and export the flash into either Jpeg, Bitmap, Gif, animated gif, etc.
(File>Export>Image or Movie>Save)
I hope that helps.

An animated gif. lowers the overall quality of the flash. And if it is going to slow you could up the frame rate a bit so when converted it will play smoother.

Yeah, the anim is at 24 FPS, but it actually plays at 12, so its a weird situation. I could maybe just make an anim at 12 but thats kinda crapy

why dont you just change the framerate

well, see, even if the anim is at 100 FPS, it plays the speed of 12FPS at default, and their is no way to change it.

hmm.. well I use a program called animation shop 3. So basically you can create the gif at 12fps and open it up in as3 and increase the framerate. I think that will work but I'm sure there are other programs that work too.. =\

still no luck
The issues is that even if i make an anim at 100 FPS, in the GIF after i publish it it PLAYS at 12FPS.
An example would be steel_cold's avatar. It plays the proper speed

What Miccool said is true.
Publish the gif in Flash, then open it in Animation Shop 3 and change the frame rate. (In animation shop it's frame delay, I'd reccomend you to do 6-7)
