The quality depends on how good you are and what resources you have, FL doesn't do much for that. It's like asking if a certain kind of pen is going to let you make a really nice drawing -- it's up to you, not to the program.
FL basically works by creating patterns with individual synths or samples. A bassline, a percussion loop, a melody, etc. They're made by dragging bars onto a grid called a piano roll. Vertical height determines pitch, horizontal position determines when it's played, and horizontal length determines how long it's played for.
Once you get all of your patterns finished, you go to the Playlist, which organizes all of your patterns in a vertical row. You click and place those patterns on a much larger grid, where only the horizontal position is important. That organizes all of your patterns into a cohesive song. For me, I typically have 35-40 patterns to a song, including percussion, melodies, harmonies, random effects and such.
You can also attach channels (basically the individual samples/synths) to the mixer, and apply effects to them, mostly for mastering purposes.

I'm not really into this kind of music.. but I still liked it way more then some others that are the same style as this.

Brilliant song, really. I'll admit I wasn't exactly fond of the bass at the beginning , but it wasn't terrible. Although the song seemed to be shifting and changing constantly, it transitioned very well for the most part (a few seemed a bit rough, but didn't hurt the integrity of the song in any way), and although it was put together with different pieces, I couldn't see the seams.
So I guess you could say I liked it.
