I figured that's what you meant. Then again, all a mod could have done was lock threads if something like that happened. Moderators cannot be banned (if I remember correctly), so there isn't anything that anyone could have done except wait for an admin.

It would basically be moderator vs moderator. Maybe if there were two on one. Good mod locks thread, bad mod unlocks it. Good mod deletes posts, bad mod makes more.

It would really just cause more chaos in my opinion.
