Identical twins HAVE to look the same and act the same. They come from a split zygote.

Fraternal twins on the other hand, only have to be born at the same time. They do not look or act identical to each other because they come from two different zygotes.

Identical twins are exactly this: 1 zygote, fertilized by 1 sperm, and splits into two or more, making them nearly the same in every way.
