I briefly read through it, can there be symbols for flash?
Also does it have to be fullbody or can it just be sticks?

And if it doesn't have to be full then add me in as "Solid Snake" from the MGS series.

basically, no.
you can use objects if you want, but no tweening and filters.

You're supposed to animate the game character, it's not anything goes...

BTW, I've been like, banned from the computer at home(sorta), so I wont be able to check up on this every day.

Well my plan was to use the face of the game character and then keep that face on the stick, because I really can't animate fullbody.

Why not do a stick figure(rough, not for viewing when done), then but the head on and draw clothes and hands and such, anywhere that there is the body. Then just delete the layer that the rough stick figure sketch is on?

I think that'd be an obvious answer ?
