I don't know, at least a number of posts restriction to post in Community Projects and Animation Attack, though that wouldn't be quite effective since not all newcomers are new to animation...

Sock's animations aren't that great either. I looked up a couple of his threads and he wasn't that great. Granted alot of them were on antiup, so I couldn't see them.
