I seriously don't know what you mean by flashy. Its not that hard to draw a stick figure.

Well first of all you need to get photoshop, not MS Paint. Then it will look a lot better.

Ya i have gimp but when i make a circle in gimp its not really created its just like flashing lines in the shape of a circle, how do i create it? GIMP IS JUST LIKE PHOTOSHOP

Well I don't know anything about photoshop. But just like everything, experiment and practice will get you a lot better. Study other drawings and try to mimic them, ect.

You made a selection of a circle
after you did that, you have to grab the fill bucket tool and click in the flashy space

Get Flash, it will help out as a basic drawing program, and you can animate with it to.
Here is a simple background made in flash:

Drawing takes time to get good at. Even though some people are naturally gifted artists, others have to build their way up. Just practice a lot. I'm taking you're 9-13? Stick Figures aren't really classified as artwork because they're so basic. Get some paper, a couple of good lead pencils, and draw full body (humans). Start by drawing thin, light lines outline as a basic. A basic is basically the first step in this:

Drawing stuff like that over and over again will help you out. Spend time on your drawings, and look at all of the details. You should be able to draw pretty good stuff by the time you're 15. If you're older than 15, you might want to look into different hobbies.

Pretty much study anatomy, shading of the art you like.
