You got it wrong.
That's while you're regaining health, instead of the normal 3hp a second you get from normal medic healing (you know how the medic can heal himself passively) it's reduced to 1hp a second instead of 3.

HP is at 100, standing still doing absolutely nothing, +3 hp a few seconds later
HP is at 100, standing still doing absolutely nothing, +1 hp a few seconds with blutsuager.

in fact I consider it pretty even know since it can crit.
