Each insurance company gathers data on their choice of customers. So, they only compile and average the data based on the customers who indeed saved money. The averages are true for them, but it's misleading because you'd think the number they give is based on all of their customers, not just the ones who saved.

i always thought each one was the cheapest in its time, for example when allstate airs one of their commercials they are the cheapest, but when they don't they raise their prices a microscopic amount, and so does esurance etc. it's a universal cycle.
