If someone new was to have made an animation over 300 frames and it was his/her 10th animation should they post it in the beginners section or should it have its own thread?

Probably beginners section. Often length is inversely proportional to quality in beginners, and some people would get angry if they clicked on a thread and had to wait five minutes for it to load properly before deciding that they really didn't want to sit down and watch 20 seconds of it.
