Yeah, motion blur isn't actually a special effect. It's just an effect used to emulate realism.

I wouldn't think of it as a special effect. It's really more of an effect used to emulate realism in animations or gaming or possibly applied in CGI to live-action movies to emulate speed or force when a stunt is too dangerous for the actors to carry out. It's really just more of an effect, not a special one.

i think blur is for low budgets when they cant make it clear becaus of the qaultiy.
