Yeah, motion blur isn't actually a special effect. It's just an effect used to emulate realism.

It's really more of an effect used to emulate realism in animations or gaming or possibly applied in CGI to live-action movies to emulate speed or force when a stunt is too dangerous for the actors to carry out. It's really just more of an effect, not a special one.

i think blur is for low budgets when they cant make it clear becaus of the qaultiy.
