All major governments admit to staging/planning terror attacks on their own/other country's civilians in order to gain support for themselves.

Not surprised.

But look at the big picture for a second: a government is composed of individuals. These individuals each have specific jobs and tasks they have to do (or they're fired, or worse). At the time it was probably difficult for any individual within the government (who wasn't directly involved with such a plot) to even know that they were helping to carry it out - information hiding, need-to-know basis and all.

So it's not really the governments of these countries as a whole that are responsible, more like the people who ordered such a task to be carried out.


tl;dr: I'd argue that these planned attacks are the result of personal agendas, not the whole government. It's both inexcusable and inevitable that it would happen.

Exilement, I'm not suggesting anarchy as a suitable alternative I'm just pointing out what winston churchill pointed out,

"Democracy is the worst form of government except for all the others"

Just because it's the best thing that there is doesn't mean it's perfect and doesn't mean that can't try to find and correct it's flaws.

Concentrated effort by groups of individuals, or even government agencies. At least in some cases.
