The pro animators are able to use any tool and to make their animations look good. So either one, and then some.

hmm i was asking becuase like the castle series there legs and arms and stuff all looked straight like with the line to so do they just keep grabing the legs and arms legs head with the selection tool and bend them and stuff

There's no one tool that more experienced animators use in Flash. Terkoiz uses the brush tool, Justin Oh uses the line tool. It doesn't really matter. Just experiment and see what you come up with.
