Some spam isn't worth ban hammer or warning. A mod from FA could easily count index's double post as a warning since FA had a high restriction against double post. Btw, why are the SP members (before the merge) using "knowing the site better" as an argument? Obviously, there are more FA members here now, so members of FA are more suitable for the mod application (at least, based on the argument "knowing the site better").
