Jugding by Cell's near fall, I think it's safe to assume it isn't him. The way I see it, accidently using too much force to that degree would be alot like thinking there's one more step at the bottom of the stairs(If that's ever happened to you). The response would be a bit too hard to fake to take the risk. The thing's too early in the game to chance blowing its cover so soon.
