Yes, but it takes plenty of work, trial and error, and patience. If you're a busy guy, I don't recommend starting a clan. When you're a leader, you will make mistakes, I've had experiences, but that's alright, everyone makes them. Then comes the part in what you want to have your clan as, you need the patience to go through all the steps in order to hold your clan up.
