Electrical powers, great reflexes and great speed.(in my demo, it seems like he slows down time but he doesn't, he can just move quickly :D)
Weaknesses
He can't perform long range attacks with his powers, he can only use his powers at a short range(lol of course). His speed will be useless if his enemy is also fast or if the background is slippery. Rubber is an insulator, so it is also his weakness.
Story
Practiced his skill to be globally competitive, goes out and try to give honor to his country.
