Not really, fan-service is there as an easy way of keeping the fans attention and to distract them from the usually mediocre characters and story. The only times fan-service is used to lure people in is when the whole show is purely fan-service, in which case the show is targeting only people who enjoy fan-service.

I only watched the first episode of Kill la Kill and I can't tell if its fan-service or well-played comedy.
