How do you make a working button (including url) on GIMP? I tried googling it, but the best thing I got was a blurry tut youtube vid in french. please help.

GIMP creates images. You can make .gif animations with it, too, but it's far from being able to make buttons and other dynamic content.

If you just want to draw a button, and then use HTML to make it a link, that's possible, but it can't be encoded into the button image itself.

You can't. You export the image and use it to represent a link use HTML.
