Unfortunately, no it is not. Hopefully you can work through it. Also, this isn't me being mean, you can't change fps throughout an animation. Should I still add you to the list?

No, as I said, I have Flash CS5 so anything below that is fine. Flash 8, CS3, and CS4 are all below that.
