I dont know how to use this fricken at all. Please help.

Well what do you want to do? if you just want basic movement of the camera, there are 2 ways of doing it:
1) make a new layer and create several frames for the camera movement
2) you make a new layer for the v-cam and create a motion tween and move the camera without multiple frames plus it might be a little smoother then the first option
