I have a wacom bamboo splash tablet and its been getting a little messy. I was wondering if there was a proper way to clean it up?

Fill a sink with water and dunk the entire tablet into the water, then scrub it vigorously with a grill brush.
I promise you everything on it will come out, though I can't guarantee your tablet will remain functional afterwards.
