I don't believe you're looking at the right kind of tablet for animations. The tablet is nice for work, internet access, and all sorts of other things. But it wasn't designed as an animation tablet, so if you use it for the working purposes then its good to have, but if you're using it as a animations. Most people use tablets like these:

Also, if you're looking for a tablet for animation with a screen on it, the cheapest on i could find was 1000.00 (american currency $$$)
The Wacom Cintiq tablet:

But i beleive the windows table CAN be used for animation, i believe you can install flash and such, it's just not meant for it, but if you're doing serious animation, actually trying to get a carreer and such, a PC Tablet is not exactly what you'd want for animation. Especially with the pressure sensitivity is a bit weird, and constant pressure with animations may damage it after time.

I have to recommend the Bamboo Capture pen and tablet. Its about 80-100 dollars but is significantly more reliable than the cheaper 50-60 dollar version (not sure what that ones called. plus the capture comes with a few illustration programs and comes with a touch feature as well. Its the nicest one I've had so far.
