I recently StumbleUpon'd this program, and it's like super tisfat + flash. It's vector based, bone based, has great drawing tools, and is tweening based. The program is very user friendly and has a similar layout to flash but with layers in the position of the layer panel in Photoshop Elements/Gimp and the timeline in the same place as the After Effects timeline. The pro version can even animate 3D, but I prefer Poser from the same company as Anime Studio for that.

I'd always see this software in store like BestBuy and Staples, but it never looked good. It seems too clean and lacking in options which is pretty much what Jombo said.

While using it though I realised why nothing good EVER is made with it (well, usually). Some people space keyframes either too close together or too far apart, also sometimes people move bones/make bones unrealistically.
