Just minimize the PM

He's almost always on whenever I log in, so I can minimize, but it is still breaking the TOS of him and is quite annoying.

Just don't reply to him, that usually discourages spammers.

When an admin is on and posting in the chat try to get him to also post in the global chat. After banned he'll still be able to message you privately though.

You really think clear evidence of cheating will get someone banned? You need the entire pantheon of gods to also concur, 3 gold nuggets and a diamond the size of a egg and maybe they might consider doing something about the rampant abuse...
