To be more precise, RHG drawing. Can you draw them without using systems like Flash and Pivot?

I'm assuming you're talking about the RHG's picture in an RHG page. You can use any program to draw your picture so long as it's 150x150, but like Scarecrow said, it is just a stickman. You probably wouldn't need an art program for something as simple as that unless you want to =P.

I guess...But drawing in Paint is hard, and i wonder there are other programs I can use beside Paint.

Its a bit difficult to get the curves on it, but try using Autodesk Sketchbook, once you get to know it, incorporate GIMP and even SAI or Inkscape and pictures turn out great, even if it is a stickfigure

From your original post, it seems to be that you don't have Flash or Pivot, and I was assuming you were going to make an RHG. Am I wrong, by any chance? If you're going to make an RHG, you'd probably at least be able to use the program you animate with to create a picture. As for good drawing programs, you could always just search it online.

But it's written RHG-...bah, I have no excuse because of my avatar :/.

If you make a picture for wRHG, it's entirely by your own consent, so there's really no requirements for it. Just search online for a good drawing program, or ask a friend to help.
