I like the shading on the hair.

although, is that protrusion his forehead?
In regards to the previous line; is that a male or female?

Not bad. The forehead is messed up though, as subzero pointed out. Her ear also seems way to small and out of proportion, and the gap between her nose and upper lip seems a bit too big for a feminine face.
Also, an eye, when depicted from the side shouldn't look like that. It's more of a triangle than a rectangle or a square.

If you mean those "how to draw manga" things then never follow those.

If you mean that you just had some random manga around, then I'd advise not taking examples from manga book pages, because the mangakas have to make those quickly.
Rather, look up some good manga artists and study how they draw the eyes for posters/other big works that aren't under a time limit like manga pages are. There is plenty of really weakly drawn manga too, so taking examples from those isn't a great idea.

The only reason im good at sketching manga is because I followed those books when I was younger....My life is a lie.

Nice drawing btw, I am also struggling with digital art. There's just nothing that can replace a good 'ol pencil and paper! :)

Are you using mouse or what? Tablets make things much easier.
Tip for people without tablets: Draw on a paper, Scan/ photograph the pic, then trace it on your computer.
