Man, I hate lag. I'm sure you do to. You've at least lost a few battles due to either lagouts or impossible micro during a lag spike. My RATING HAS DROPPED TO 1529 due to dem laoguts. I'm pretty sure two ways could help this a whole load lot.
1 - ADDING A DOWNLOADABLE CLIENT.
If you have computer experience, I bet this won't be that hard. Just like RUnescape, people playing on the launcher can still play with browser users (which you should definetly keep). And it might reduce lag by a ton. Also, there should be a looser lag-out definition. They should loosen the thread a little and make it so laggy players do not constantly display the "XX is lagging and will forfeit in xx seconds."
2 - BETTER SERVERS.
Better servers would help alot. If the servers improved globally, as some people play in Germany and Malaysia, then the whole player-base would be psyched and play more. Maybe more players would get membership or coins, etc. Also, I recently noticed that the new patches are making the game much laggier. It would be nice if we removed facebook from stickempires.com and had the facebook players face each other while we faced each other, etc.
Adding a Downloadable Client + Updating Servers to combat lag

A downloadable client would be amazing, but I'm not sure how much it would really change between user connections.

Oh it will, I have done it before, I ran a test with different downloadable clients, I noticed that some increase the speed while others just lag up the computer more. This test I have done a couple years ago due to curiosity.
HOWEVER I lost the papers on what increases lag and what decreases.

So basically the downloadable client could make the game more laggy or less laggy, depending on circumstances? That would suck if it was more laggy.
@intrepid: runescape has a downloadable version? And also, the Facebook issue has been explained by Brock, and says Facebook should have no way to make the game more laggy.

Exactly, I ran 15 different downloadable clients (while suffering some viruses, but those were fixed with each and every client used), so I think I know what I'm talking about.

Hi,
I am currently investigating an issue that I suspect is happening for some users using Internet Explorer. I suspect for some of these users the game may be running slower then it did previously. I suspect this is to do with a recent update to IE's version of flash. This is not confirmed but if you are having issues I would suggest trying Chrome.
As for downloadable clients. I test in the projector version of flash every day (so not in the browser). I don't think it runs any faster although I may be wrong.
I have an update coming on Monday that should make the UI feel better while your opponent is lagging behind in the simulation. I would have uploaded sooner, however we are working on some balance updates to buff Order.

The power of google, but sometimes I lag because the other person lags(or I could be wrong, probably not, cuz me lagging is very rare), I think that's a problem.

Wouldnt a downloadable client make hacking easier?
Not a programmer or hacker, but I think the more stuff is server side, the safer it is from hackers, in general.
