I have no experience at all with computer programming and such, I don't want to go to MIT. I will, however, expect that this will cause lag and many problems if they put this in. Personally, I think the best thing to do is... this is actually a very good idea.

You have just lost a game, but have no idea how to counter your opponent's strategy. You insert the replay, but you actually get to PLAY against it. Of course, necessary adjustments, such as Garrison, Micro, and other things will be adjusted.

Ok, well lag actually isn't really an issue.
Your idea sounds good, combined with an AI to play the other guy's part to the fullest potential would make a great training mechanism. That should definitely be included in a feature of the sandbox.
