I think that's what they let you do, but I don't think it was because it was unfinished but because your skills, unfortunately, don't meet their expectations. You can definitely try again, but if the quality is the same as the last one it's very unlikely that you will make the cut. :(

uhmmm, so I just noticed, I do not know the very first thing about ichimaruu's RHG, not even the name, would it be to much to ask you to tell me his powers and stuff?
I understand he has no RHG page.
