This question in itself is non-debatable, as anime characters are usually written to be unstopable forces of natude that can't loose, even if every logically thinking cell in your body says they should have lost.
Also, most people on this site are not well versed in anime enough to be able to accurately answer this question if you were to take a logical look at skill and such.

And her ability is The End, which copies a persons ability and perfect it. Although this is a very good power, she can still be defeated.

Have you read the madoka box manga?
They change what they believe her ability is every few chapters, and in the end that was shown to not be her ability.
It was the ability not to loose.

Haha, just kidding. Anyway, there really isn't just one person who I think is the best. I always like the old people (IE: Grandpas and Grandmas), just because they usually are the experienced bad-ass people who teach the main character everything they know.

If you wan't to get specific I would go for either Broly or, Bills.

They're the only 2 that really stand out over the rest.

Yeah but Tenga Toppa Gurren Lagaan is galaxy sized and has destructive abilities which are effective on a universal scale. Where as on DBZ they have to give it their all to flat out destroy the world. All TTGL would have to do is grab it, no special energy beam or nothin'.
