The basis lineart seems a little sloppy, but easy to fix if you take the time. It seems you have the basics down but you need to work on a few things:
-You need a light source. If you look at the eyes, it looks like there are two light sources, but when you look at the hair, there seem to be more. Pick a single point and work with it.
-The top of the eyes seem a little too thick. I can tell you were going for more of an ecstatic look, but with the thick eyes it makes it look pseudo-happy, so try making it thinner.
-The shoulder blades in general are too sharp and pointy, round them out and lengthen it slightly to get a good proportion
-Lastly : the folds in the clothes. Try looking up tuts on which way the pull so you can get a good idea. And don't forget to shade parts of the clothes for dimension.

Overall it seems you have a good start. Work with it and you'll get better. :)

Please think before CnC. Refrain from one sentence long Comments or Critique.
Overall I can give it B+, A for effort, B- for the Art.

Critique:
-It seems that the neck is a bit too long.
-You shade the hair, that's good, but you don't shade the face. Either shade it all or don't shade it at all.
-Shoulder are too high, should be lower.
-Your ears are too big.
-For Anime characters, you should have a persepective (single point). You should use only 1, but in the pic there is a lot of persepective point.
-The outline are too thick, you should thin it out.

You've got the basic parts, now you just need to learn the intermediate techniques.
Thank you for hearing my CnC.

eyes need to be equal, shoulders need to be equal, ears need to be equal
