Counter is to use wings and jugs.
Put wings infront of juggs - so if he doesnt shinobui early wings can hit him before he uses shinobi - a decent volley from a good few wings kills one ninja (which have low-ish hp).
As he shinobi's pull juggers back away from him, and keep wings above him.
He looses stealth before reaching juggs - wings pelt arrows from above while juggs charge to stun and prevent escape, and hack down the rest of the ninjas.
