She has a really long torso.
No it's just fine. The problem is that she has really small shoulders for her head. If we're talking about some form of realism, the shoulder width should be at least 1.5x of the head width (Which is still pretty thin by the way, but adequate enough to look good. The small shoulders give zero space for the torso, and this makes it unnaturally thin compared to its length.
As for the breasts...Well, They're drawn really wrong. For starters, they stick out too much. and why is the shirt wrapping around them? It's not a leotard. They also droop too much. They are lobs of fat, but how low they are makes me think she's more than 60.
Her legs are awkwardly placed. It feels as though she's about to fall over. Have you tried to pose yourself?
Feet are on the same horizontal plane even though the right foot should be (rightfully) a little forward than the other.
Hips are too small. Woman have bigger hips to make way for their...reproductive organs. About the same width of the shoulders is the norm (assuming the shoulders are in the right proportions themselves). Also, with smaller hips you won't give the crotch any room at all. A crotch is important.
The hands need work. I don't have much advice other than taking references from real life.
As for the clothing...The folds are largely nonsensical, as is the lighting. Her shirt and pants wrap around her like some leotard, and if you straighten her jacket with those folds you'd realise it's a ragged tarp that won't look like a jacket. Again, draw from life. You should use lines of action to denote where and which parts of the clothing do the folds lead to, so they don't end up contradicting each other.
Judging by the shadow the light source should be coming from her front/right, yet the back of her jacket which would normally be exposed to light is dark. There are more examples, but the main point is that you need to keep in mind where the light source truly is. A bit of logic is all, really.
That's all I have. Work on your anatomy and clothing, is my main point. The cartoonish style is somewhat refreshing though, I'll give you that.
