Every legislative decision is catalogued in an online database that's publicly available and easily accessible. Even ignoring that, how would he manage to secretly sign a new bill into law if he can't even keep his intention to do so a secret? Oh and he's repeatedly threatened to veto it if it passes through the senate. I dunno what source you're talking about since you didn't share it, but I can't find anything that supports what you said.

This ignores the fact that the driving factor behind the opposition last year has been removed from the bill entirely, and there's a new provision that permits lawsuits against the federal government if you can demonstrate the misuse or abuse of any information collected through this bill.
That and they didn't even rename the bill, so when you say they did, I kinda have to assume you're not as familiar with this topic as you believe. Maybe you are? An actual counter-argument might help me believe it.
