I think i read something that said it took too much bandwidth, but then again, the filesize limit means that people can have bigger non-animated images, so that's not it.

Maybe they just wanted to make everyone look like noobs except for the respected members who they know are not noobs.

Theres a setting for Off Site Avatars, that uses links that arnt uploaded to this site, so its not taking up your precious money.
