No. The movie
was meant to show how intelligent design and creationists are discriminated against in the science world and how evolution is bad etc.
It is
not a satire.
"Expelled: No Intelligence Allowed is a controversial 2008 independent documentary film promoting intelligent design.[2][3] The movie claims that "Big Science" suppresses criticism of both the evidence for evolution and the modern evolutionary synthesis, which is the theory explaining this evidence.[4][5] The film, hosted by Ben Stein, contends that this scientific theory contributed to the Nazi Holocaust, communism, atheism and Planned Parenthood.[6] Furthermore, the film claims that American educators and scientists who believe that there might be evidence of intelligent design in nature are being persecuted for these beliefs.[7]"

Ehhh, I doubt it.
Watch the movie for yourself. Unless I'm completely missing some kind of massive joke, it seems like they're pretty damn serious about what they're saying.
The fact that they are so serious about the ludicrous claims they're making is sort of humorous in it's own right, but sadly, I don't think the humor was intentional.
