Well, if you mean sprites like the ones in your avatar, definitely check the tutorial series called "So you want to be a pixel artist". First hits on google. Apart from that, look at other work, see more tuts (I'll post more good ones I remember) and practice is your best friend. I also recommend using GIMP for it's flexibility, ease of use for our spriter breed and good animation fundamentals. Good luck, my friend!

And, as for speed, I don't know. That's always a problem, but, practice is there to help you. ;)
