I'm not very experienced with horror games but both of those Amnesias were scary as hell and dead space II gave me few scares also.

Outlast was and is number one in my opinion. The mix of unpredictable jump-scares, overall gothic feel and a unique plot for a horror game makes it number one.

Not so sure about the other two.

That only applies for Slender. You didn't even play the others. Not everything is cheap.

Yeah, I was going to pop on in and ask why they're the Scariest games. Does anyone know of a horror game that isn't scary in the sense that it's constantly "pop" scares? A game that's conceptually horrifying?

Here try these out (some of them will be in my upcoming indie ranking thread):

Free:
Sepulchre - Very short minimalist adventure game that knows how to tell a horror story.
Lakeview Cabin - To explain it will just spoil things. The story isn't forced but implied through your surroundings and there is little to no music.
The Marionette - An old but good adventure game about a guy trapped in a museum...a game that actually predates Ib in that premise.
The Chzo Mythos - If you haven't played it yet is one of the first and oldest horror series made by Ben "Yahtzee" Croshaw. At the time it came out it was Commercial but it has since been released for free. It's a quadrilogy of adventure games that should be played in order: 5 Days a Stranger, 6 Days a Sacrifice, Trilby's Notes, and 7 Days A Skeptic.
Space Blaster (lines) - A space shooter where the game itself tries to keep you alive to play it forever.
The Last Door - A series of 4 episodic games. Their business model seems to be "while the next game is in development, the latest game will be pay-what-you-want". So eventually all 4 games will be free someday. As of this writing 1 and 2 are free while the 3rd is pay wat you want. Story-wise, it's very Victorian.

Commercial:
Downfall and The Cat Lady - 2 Adventure games made by the same guy. Both of them psychological and surreal. Watch the LPs if you wish :D They got a Silent Hill vibe to them but bloodier.
Home - A game about a guy who's trying to find his wife. Mindfuck ensues. No 2 playthroughs are the same and the story is open to interpretation.

While some of these games DO have jumpscares, they are not the focus of the game and if anything appear quite rare (which makes them more powerful when used effectively).

What's with everyone listing cheap jump scare games as the best of them? I can't stand jump scare games. They basically force you to feel fear by using the cheapest trick in the book, and usually it's forced, and they add little to the game as a whole.
What I love are the games in which the atmosphere and the story scare the crap out of you, and leave you scared for a good while after you've turned off the game.

IMSCARED: OH MY GOOOOOOOOOOOOOOOOD. THIS GAME IS SCARY, haha. actually, this game is excellent, it won't give you jumpscares but guess what? it gives you goosebumps when white face is chasing you (especially in the car parking place). Imscared is also coming out for OCULUS RIFT (imagine: x3 goosebumps when you play it on your oculus rift.)

PARANOIAC: not really scary but cool game when you feel like spending your spare time in playing horror games

can't think, but I guess... Slender Man: The Arrival: I'm already used in playing Slender Man games so I don't get jumpscares that much anymore.

Out of the ones I've played so far, I'd say:
Outlast: Beautiful introduction, simple and classic controls, and an absolutely frightening experience. To those looking for a thrilling and memorable game, I recommend Outlast without reservation. Elegant game-play with surprisingly high production value. The trailer gives an excellent feel for this game. The experience has been a delight, and I'm sure other horror genre fans will agree.
Amnesia - The Dark Descent: An unimaginably scary experience with an unimaginably terrifying and philosophically questionable story, hiding/running from monsters is terrifying and puzzles are often intuitive. Sound is brilliant, with just plain amazing ambient noises that make you scared to move on for fear of encountering a monster in the next room, and nightmare fuel music.
Slender - The Arrival: A great expansion on the original game. I enjoyed it very much as the atmosphere sets up a very scary experience. But the one thing that will either make or break this game for you is if you can forgive the fact that 90% of the scares in this game are jump scares.
